Why are Non-Muslims not allowed to enter Mecca & Medinah?

By Law, Non-Muslims are disallowed in the Holy cities of Madinah and Makkah. There are many people who raise objection to this and hence try to spread misconceptions. The following points will serve to understand the possible reasoning behind such a restriction.

All citizens are not permitted in the cantonment area

If we are citizen of a particular country even then we are not allowed to enter in some areas like the cantonment. In every country there are certain areas where a common citizen of that country cannot enter. Only a citizen who is enrolled in the military or those who are connected with the defense of the country are allowed in the cantonment area. Similarly Islam is a Universal Religion for the entire world and for all human beings. The cantonment areas of Islam are the two holy cites of Makkah and Madinah. Here only those who believe in Islam and are involved in the defense of Islam i.e. the Muslims are allowed.

It would be illogical for a common citizen to object against the restriction on entering a cantonment area. Similarly it is not appropriate for non-Muslims to object against the restriction on non-Muslims against entering Makkah and Madinah.

Visa to enter Makkah and Madinah

Whenever a person travels to a foreign country he has to first apply for a visa i.e. the permission to enter that country. Every country has its own rules, regulations and requirements for issuing a visa. Unless their critera are satisfied they will not issue a visa.

One of the countries which is very strict in issuing a visa is the United States of America, especially when issuing visas to citizens of the third world. They have several conditions and requirements to be fulfilled before they issue a visa.

When we visit some countries like Dubai or singapore, it is mentioned on their immigration form – death to drug traffickers. If we want to visit Dubai or Singapore, we have to abide by the rules. We cannot say that death penalty is a barbaric punishment. Only if we agree with their requirements and conditions will we be permitted to enter the country.

The Visa – The primary condition required for any human being to enter Makkah or Madina is to say with his lips, “La ila ha illallah Muhammed ur Rasulullah” meaning that ‘there is no God but Allah and Muhammed (pbuh) is His Messenger.’

    Very good answer. This is the same I explained to a non muslim working in KSA. I told him, if you want to visit, you may accept Islam.Makkah and madina are not tourist places.

Rules and laws are made by human and it is a continuous developement.One has to change such rule only then one can be dynamic in nature after comparing mecca region with army millitary camp is not at all good.I respect muslim decision but at all.. this restriction should be taken way by local laws.
    Addition to this how a person or law can decide that person who want to visit mecca without accepting islam is terriorist.This is nothing but a reserved thinking.

    Why non-Muslim are not allowed in the two holy cities?

    1) Restriction of religion.
    2) Makkah center point of the earth.
    3) Become Muslim to get enter.
    4) No alcoholic.
    5) Islamic obedient.
    4) What you will do there if you are non-Muslim.
    5) City restriction.
    6) No tourism place.
    7) No enjoyment.

  4. hey .. if a person cant speek or is mentally ill how he/she be able to say “La ila ha illallah Muhammed ur Rasulullah”
    then a deaf or blind or mute person are not allowed ???
    and what are the requirements for their?? without converting to ISLAM??

  5. I once told this to my friend and she is a non- Muslim that if you want to visit Mecca than you have to convert yourself into a Muslim and be an Islamic obedient
